"to tear down" represents a more violent action than what 摘下 actually means

See J -- it usually means "to pluck off, to take off, or to remove" something -- usually from something bigger that it's attached to.
e.g. a piece of fruit from a tree,
glasses from one's eyes,
a telephone receiver from its cradle,
a door from its hinges,
a lens cap from a camera
