If 乄 is used to mean that in Japanese, I think it's pretty rare. Why should we have that in a Chinese dictionary?

乄 (also written as 〆) usually means "closed" or "sealed", and replaces 締 in a few words such as 〆切 (“deadline”).
It's also written on the flap of an envelope to indicate that it has been sealed.

乄 is a quasi-kana kanji, a set of Japanese characters that includes 〆、々、ゝ、ヽ、ゞ、ヾ...
Let's not spend time on the likes of those in building a *Chinese* dictionary.
