Is it possible then, that a 亡国虏 is a refugee? Or is it, rather, that 亡国虏 are the people who were unable to escape and have been captured by the enemy. Or who chose not to fight to the death, rather than allow themselves to be captured (to look at it another way)? The definition that is repeated everywhere on the Web (apart from our own, of course) is 因国破而逃亡的人, and that is probably the source for our definition. However, it seems to me from the following examples, that a 亡国虏 is seen as a person who deserves contempt, not the sympathy one normally feels for a refugee. It seems that it refers to someone who surrenders to the enemy rather than fight to the death -- "surrender monkey"?
