I thought a more detailed English definition is due

Editor: As Yves said, it's quite similar to the "censor" of Roman times:
"... magistrates of early Rome who acted as census takers, assessors, and inspectors of morals and conduct"
(Webster's 3rd New International, sense #1 of "censor")
