it's likely that 桑间 is a place name:
Z quotes: 郑玄 注:“ 濮水 之上,地有 桑间 者,...
M says 桑間、濮上,古代衛地名,為當時青年男女幽會、唱情歌的地方。

2) it's first and foremost an allusion to places where wanton behaviour takes place; a bit like "Sodom and Gomorrah".
Z: 指男女幽会的地方。and quotes "﹝ 陈三姑娘 ﹞年十六七,美丽自命,有桑间濮上之行。其父觉之,遂沉诸湖。"
M: 後指淫風流行的地方。
