Richwarm: Quite a few words can be pronounced with or without neutral tone and, like most dictionaries, we don't attempt to document these cases of "optional neutral tone".

Dear editor, ok, but why document the neutral tone at all? :) I suggest 2nd tone here, as does 现代汉语规范词典.

Editor: Why? Because other dictionaries* indicate neutral tone, and because people say 商量 with a neutral tone.

* New Century, New Age, dict.revised.moe.edu.tw, etc.

On the following page, the speakers seem to be mostly using neutral tone
