these are usually used alone, and listed as such in the dictionaries (e.g. ABC), having them in a single entry needlessly complicates the search

in fact, searching for either of them on the MDBG site returns no results

Editor: It would be awkward to have a reference to the complete quote in CEDICT entries for the two separate parts of the quote. And if you don't have such references, you fail to acknowledge the existence of the quote in its entirety, and the connection between the two parts.

There's no problem finding the whole saying in CEDICT unless you restrict the search to "exact match only". It makes sense to use loose matching when searching a dictionary, as in the DICO tool and at MoE's website. You can simulate it in MDBG by adding * after your search term -- or write your own search tool with loose matching as the default.

There are lots of variations of the phrase 葫蘆裡賣的是什麼藥. Only one of them is in CEDICT, but you'll find it if you do a loose search for 葫蘆裡 instead of insisting on finding the exact variation you came across. MoE turns up two entries if you search for 葫蘆裡:
- 不知葫蘆裡賣甚麼藥
- 葫蘆裡賣的甚麼藥
But either CEDICT nor MoE will turn up any results for an exact match for 葫蘆裡賣的藥, for example.
