No need to use an ambiguous term like "cut off",
and "obstruct" seems better than "hinder" for 攔.
F ~ 挥手拦一辆出租车 flag down a taxi

I think 攔路 qualifies as a word, though it's clearly understandable in terms of 攔 and 路.
Examples ~
1 由于洪水(拦路),火车未能通过。
2 拦路强盗
3 What? That's highway robbery. 什么?简直是拦路打劫嘛。

Editor: Been on the queue nearly a year, so ...

现在出门拦辆出租也那么难。上午在花园路等了20多分钟才拦了辆,真崩溃,差点误事。

It's not necessarily a taxi but I guess the "etc" isn't needed.
昨天交警拦一辆小车
Diff:
- 攔 拦 [lan2] /to cut off/to hinder/
# + 攔 拦 [lan2] /to block sb's path/to obstruct/to flag down (a taxi etc)/
+ 攔路 拦路 [lan2 lu4] /to block sb's path/to waylay/
+ 攔 拦 [lan2] /to block sb's path/to obstruct/to flag down (a taxi)/
