What's the evidence? a) "both are often used on their own" Many idiomatic expressions are comprised of elements that can be used on their own (such as 青天霹靂). b) "... or in other set expressions such as 碧眼红须" You haven't shown that the elements of 碧眼红须 -- 碧眼 and 红须 -- are independent. Certainly, that can't be taken for granted, given that M defines a similar expression 碧眼紫鬚 as something quite idiomatic ~ 形容人相貌堂堂，氣勢威武 And even if they were independent, that says nothing about whether the components are independent in the case of the expression we are considering here ~ 金髮碧眼. Examples of usage provide some fairly strong evidence that 金髮碧眼 is used to refer to people of Western appearance in general, even if their eyes are hazel or green, or their hair is brown -- in other words, 金髮碧眼 should not always be taken literally, but in many cases should be regarded as "code" for non-Orientals. He goes on to describe another doll as follows: 金髮碧眼的「琴娃娃」長得像美國老牌影星Gene Tierney，穿著四、五○年代的風格高腰窄裙服飾... Does this second doll have blonde hair? Not at all -- it's brown!
