It's a generic term used to refer to a health bureau, health office etc. It's only uppercase when it's part of the name of a *specific* health bureau (such as 香港衛生署). It's just like we write - "president" as in "Next year they will elect a new president." [generic], but - "President" as in "I met President Obama." [specific] A defines it as "[wèishēngshǔ] health office" If 衛生署 were a *specific* reference, it would only have one name (e.g. "Bureau"), and not alternatives such as "Agency". Or, if it did have an alternative name, that word should also be spelled with a capital letter (e.g. "Agency", not "agency"). |
