CEdict has Guiyang as one meaning for 筑[zhu4]. I noticed in a restaurant in Fudan Univ a little note on the wall saying "This room is called 筑庄 because 筑 is abbr. for Guiyang". Most place-names have a single character abbr.

Editor: I think it's better to call these "short names" rather than "abbr." since they are not always a shortened form of the full name.
e.g. We have
重慶 重庆 [Chong2 qing4] /Chongqing city (Chungking), formerly in Sichuan province, a municipality since 1997, short name 渝[Yu2]/

... but more remain to be done (i.e. change "abbr." to "short name"), I think, to make them all consistent
