initial import
"conspire" sounds to me like a totally different thing

Editor: You can say "to urge sb to commit a criminal act", but "urge on a criminal act" doesn't sound quite right to me
Diff:
- 教唆 教唆 [jiao4 suo1] /to conspire with/to abet/to urge on a criminal act/to foment/
# + 教唆 教唆 [jiao4 suo1] /to abet/to urge on a criminal act/to instigate/
+ 教唆 教唆 [jiao4 suo1] /to instigate/to incite/to abet/
