'filling' probably better describes what it is

Editor: In some cases, "forcemeat" is exactly the right word for 餡, and just having "stuffing; filling" doesn't convey that 餡 is necessarily food.

Yuen Ren Chao, who wrote "How to Cook and Eat in Chinese" with his wife and invented the English term "stir fry", defines 餡 in his Guoyu Zidian as "stuffing; forcemeat, filling".
