Why is "having" part of the definition?

Also, why is "good" and "solid" included?
One's 功底 can be good/solid/deep or it can be poor/sketchy etc

e.g. J 7. "She's a poor speller." 她拼字的功底很差.
Diff:
- 功底 功底 [gong1 di3] /having good foundational training/a solid background/
+ 功底 功底 [gong1 di3] /training in the basic skills/knowledge of the fundamentals/
