I think it's best to understand it as a verb
e.g. 醉酒后 means "while drunk" (i.e. after getting drunk),
not "after being drunk" (i.e. when sobered up)

很多车祸都是因驾驶员醉酒后引起的

N agrees it's a verb ~
(动) 饮酒过量而昏迷或不清醒。

Of course, being a verb, it can also function as an adjective (e.g. preceding 的)
or a noun ~ 消除醉酒
Diff:
- 醉酒 醉酒 [zui4 jiu3] /drunk/
+ 醉酒 醉酒 [zui4 jiu3] /to get drunk/
