Comment: Reworking it again! Made it much shorter, and I hope, more accurate ~ The "offenders" are generally *accused* of corruption, but it's not simply corruption that gets you shuanggui'ed -- it's angering or threatening the powers above you. It's a system to cover up corruption more to punish it.
