Editor: Re: "tray of sand" --- Apparently, there is a standard military term:
sand table ~
"an elevated platform, enclosed by raised edges, containing hardened sand that depicts a tract of land or certain topographic features, modeled to scale, as used for plotting gunnery practice or studying military tactics, especially when preparing to execute a combat operation."

Web example: "Any security handover between different units must be planned, coordinated, and rehearsed, at least on a sand table."

It's not to "plan methodology", but "to rehearse a planned action or activity".

Despite their sometimes ludicrous definitions, dict.cn sometimes manages to hit the mark (in this case, with "dry running") where nobody else seems to have a good English definition.
