In Taiwan, footpaths are a favorite parking space for motorcycles, and goods,
shops and hawker stall equipment often obstruct the way. Sometimes it is
difficult enough for a pedestrian to move along the street, never mind a bicycle.

Figurative example ~

Given that in those days even food was in short supply, one can imagine the
difficulties faced by those organizing music programs.
