From what I can see, there may be some ambiguity about the term "makeup exam". Some schools may regard it as an exam only for those who had a legitimate reason for not attending the original exam, whereas others may allow those who failed the original exam also to take a makeup exam.

A Web example of the latter interpretation is
"If you attend all class sessions, your probability of passing the course is .8; but if you only attend randomly, your probability of passing the course is .5. If you fail, you may take a makeup exam where the probabilities of passing are .6 if you attended in full and .1 if you attend at random...."

Anyway, I'll add "to resit an exam" to the definition, and I hope that makes it clearer.
