It's not necessarily for fire fighting. For example, a 水龍頭 can be just an ordinary household tap. And if you
look at GI for 水龙管 you see pipes and tubes.

A fire hose is a 消防水龙 or a 灭火水龙管道, and of course 水龙 might be used as an abbreviation of those.

Karan presumably copied "fire engine" from ABC, which has that in its def, but I can find very little to support
that sense.

And "water dragon" also has relatively little support, and in any case is an obvious construct that one would
easily understand if it were seen in context.
