Sometimes the second phrase of an idiomatic pair including 逆水行舟 (i.e. 学
像逆水行舟,不进则退)

Editor: better to have the whole 歇后语, in such cases a part of the idiom is often
quoted alone.

+ 不進則退 不进则退 [bu4 jin4 ze2 tui4] /lit. if you're not moving forward, you're moving backward (idiom 成語|成语) never-ending struggle/uphill battle/keep working hard/
