Not only a prescription -- can be various kinds of small "forms" that need to be filled in.
Basically means to perform a small piece of paperwork.

See the F examples.
Also ~
1) J 20. Now, I've written out a prescription for you to take to the hotel clinic.
我给你开了个处方,你可以拿到旅店医务室去取药。

2) 南京市违章停车,被开了罚单

I guess with this definition, you could delete the entry I just processed, if you like ~
開罰單 开罚单 [kai1 fa2 dan1] /to issue an infringement notice/
Diff:
- 開 开 [kai1] /to open/to start/to turn on/to boil/to write out (a medical prescription)/to operate (vehicle)/abbr. for 開爾文|开尔文 degrees Kelvin/
+ 開 开 [kai1] /to open/to start/to turn on/to boil/to write out (a prescription, check, invoice etc)/to operate (vehicle)/abbr. for 開爾文|开尔文 degrees Kelvin/
