It's just a set phrase found in novels. 發語辭 is a wenyan concept, and these novels are not wenyan. In fact I doubt the usefulness of this entry; 卻說 will be often found as a construct in modern texts with a completely different meaning; and I don't remember ever needing checking a dict when I found it in classical novels (along with a quantity of other stock phrases; you get used to them very quick) Examples where this is misleading: 爱在心中却说不出口 想得到安慰情人却说我在威胁他 床技优秀,男友却说我是老手!!
