I think that often it is very similar to adding the smiley ";-)" at
the end of one's sentence.

Not in dictionaries, and Web references don't seem
particularly reliable or helpful.
e.g.
(1) Wp says 哦 [ó] means "oh"

Well, I think they have given the tone and meaning of an
*interjection*, not the sentence-final particle

(2) "哦 - used to indicate doubt, or to emphasize a reminder"
"Most final particles are used in Chinese to convey differences
that languages such as English often convey by
especific expressions or even just by intonation. They can
provide information about the speaker's intentions,
perspectives, attitude, impressions etc. They are always
pronounced in the neutral (fifth) tone, and they're
literally the last element to appear in a sentence."

Not sure about "doubt" -- that sounds like the interjection [ó]
Well, I suppose it may be used to "emphasize a reminder" but
I don't think that's its *essential* meaning

1) 国家已经取消了农业税,外国农民可是要交很多税的哦!
The government has abolished the agricultural tax -- farmers in
other countries have to pay so much in taxes!
