It's also a verb, as in the following example ~

"to plan" could mean
1. work out how to do something
2. intend to do something
3. make a scale drawing

and I think it's #1 in this case, so I add "(how to do sth)" and
"to work out the details (of a project etc)"
instead of just "to plan" (which several dicts give as a def)

"planning" example ~
规划和控制象管理的双胞胎一样是特别分不开的。
"Planning and control are especially inseparable--the Siamese
twins of management."

[not many dicts have "planning" in noun part of their def --
usually it's countable nouns like "plan; project; program" --
of course, it's implicit in the verb sense; but I think it's good to
have, as it reinforces the correct sense of "to plan"]

"program" ~ 到1980年,共实行了二十五种营养饮食规划,总费
用880万美元。

"to work out the details of (a project etc)" might be considered
redundant -- can leave it out if you like
