But, as a C-C dictionary, MoE is giving an *explanation* of what 稅制 means -- a system of collecting tax revenue implemented by a government. That doesn't mean that we should mention government in our English definition: it's implicit in the term "tax system" The tag (governmental) makes one wonder -- "Oh, is there some other type of tax system, one that is not referred to as a 税制?" |
