"someone or sb" can be reduced to "someone"
("sb" is just an abbreviation for "somebody")

But we don't need to say "someone" (or "somebody") because the verb "to inconvenience"
almost invariably takes a person or some people as its complement.
Diff:
- 勞煩 劳烦 [lao2 fan2] /to inconvenience (someone or sb)/to trouble (sb with a request)/
+ 勞煩 劳烦 [lao2 fan2] /to inconvenience/to trouble (sb with a request)/
