Seen in the lift of my apartment building in Taipei introducing a new
regulation. There it has an English translation of "since". Google translate
gives 'WHEREAS" (all in caps) which is what often appears as the first word
of something very legalistic.
Here is another example of use from Taizhong city council:
茲因辦理研習之需,請各校資訊業務承辦人協助調查下列事項:
(1)各校目前電子白板的建置數量、廠牌、及建置場地。 ....
Diff:
+ 茲因 兹因 [zi1 yin1] /(formal) whereas/since/
