I had never heard of "to sue out" but I found

"To sue out (Law), to petition for and take out, or to apply for and obtain; as, to sue out a writ in chancery; to
sue out a pardon for a criminal. [1913 Webster]"

on a webpage.

The exact same definition "beg forgiveness; sue out clemency" is given at nciku and at
http://zh.wiktionary.org/zh-hant/乞恕

Googling "sue out clemency" leads to pages about Chinese language!

Looks like a construct and it's not in a number of dictionaries. Could delete?

Editor: yes, a number of "English" defs found in dicts only appear... in Chinese
