I don't believe 菜鸟 is often used in a derogatory sense, whereas "greenhorn" is somewhat derogatory. I see technical web sites graciously welcoming 菜鸟, and Wikipedia defines 菜鸟:

菜鸟泛指对某个领域缺乏基本知识的人。这是非正式的称呼,比较正式的叫法是“新手”、“初学者”,英文对应词可以是“rookie”, "newbie", 或, "noob"。
Diff:
- 菜鳥 菜鸟 [cai4 niao3] /(derog.) sb new to a particular subject/greenhorn/newbie/
+ 菜鳥 菜鸟 [cai4 niao3] /(informal) sb new to a particular subject/rookie/beginner/newbie/
