Editor: Thanks. Yes, it's zha2.
zha4 is for the "explode" sense & zha2 is for the "fry" sense of 炸.
The meat is fried before being simmered with the soybean paste.
It's then served over the noodles.

But the noodles are not fried, so "fried noodles ..." is wrong.
