The most common meaning of "surrender" is "declare oneself defeated" but "give up possession of sth" may be the intended sense here. But does 归 really have quite that sense? Anyway, "surrender" is ambiguous, and, coming after "resign", strongly suggests "declare oneself defeated". Can 归 mean that? to go back to/to return 归国 go back to one's motherland; 荣归故里 return to one's native place with high honours; 无家可归 be homeless to return sth to/to give back to 物归原主 return sth. to its original owner (of a responsibility) to be taken care of by 离婚了？有孩子没？孩子归谁？Divorced? Do they have any children? Who will be in charge of the kids? 这项工作归他管。 He is in charge of the task. 这件事归我处理。 Leave this to me. to belong to 房子归她，家具归你。The house will be hers and the furniture yours. 在这个国家，土地归政府所有。Land in this country belongs to the Government. 这笔钱不会归他。The money won't go to him. 最高权力归人民。Supreme authority rests with the people.
