"censorate" is a word not found in many English dictionaries, although Webster says "a body of censors : a department for censoring" 枢垣 is not in a number of large CE dicts, such as NC. However, Z says 犹枢府. And K could have quoted "himself" (hongyauhwaih): 康有为 等《上清帝第二书》：“若京官则自枢垣、臺諫以外，皆为闲散。” Editor: this looks correct, although rare. |
