I don't think we need both "impulse" and "emotional impulse" ?
Is "impetus" a good definition?

冲动 is also a verb (in essence?)
Anyway, it's not a noun here:
他头脑冷静(不易冲动)
他如此冲动,如此不顾理智,实在有失常态。
富兰克紧握拳头,冲动地说。

Encarta @ impetus:
1. the energy or motivation to accomplish or undertake something
2. a force that causes the motion of an object to overcome resistance and maintain its velocity
Diff:
- 衝動 冲动 [chong1 dong4] /impetus/impulse/emotional impulse/impulsive/
+ 衝動 冲动 [chong1 dong4] /to have an urge/to be impetuous/impulse/urge/
