It's "school" in the sense of "a group of people, especially artists, writers, or philosophers,
who share the same principles, methods, ideals, or style".

rather than a "school of thought" (a way of thinking about something)

Also, following the nomenclature of

Usually it means "to proclaim or declare something officially, especially to publicize formally
that a law or decree is in effect"

The definition is saying that Zhuangzi promulgated the Daoist School.
Can you "promulgate" a school?
