a) re-ordering defs, leaving out "one-sided", redundant or unclear
b) leaving "left part of Ch char" alone although I have yet found no evidence of that
c) "to insist on" is part of the re-working of the adverbial use of 偏, which is discussed in another entry.

What I added (and is not in most dicts it seems):
1) "to deviate from normal" to account for a lot of constructs 偏+adj.
偏小, 偏大 etc : smaller, bigger etc than normal.
Ex:
楼层偏矮了20公分
我体检,查出脾偏大39公分
头围偏小1.5公分会影响小孩智力发育吗?

2) 偏 used as a verb, roughly the same as 偏离 or 偏移:
"to stray", "to deviate", "to move aside"
Ex:
如果嫌疑人的尖刀向内偏几公分,就可能刺到心脏
若子彈再偏個幾公分,就會打中我的頭

and in recent news:
这一震 地轴偏了10公分 the Earth axis has moved.
It's certainly a verb here, and farther in the text we have:
地轴偏移近十公分
Diff:
- 偏 偏 [pian1] /one-sided/to lean/to slant/prejudiced/inclined to one side/the left-hand side of split Chinese character, often the key or radical/to insist on/
+ 偏 偏 [pian1] /to lean/to slant/oblique/prejudiced/to deviate from average/to stray aside from the intended line/the left-hand side of split Chinese character, often the key or radical/
