"to scrounge" doesn't seem like the right meaning, here's an example:

MOE says: 吃東西不給錢。

"to scrounge" is more like digging around to find something when it isn't available, I think 白吃 is just "to eat
for free" or "to eat without paying"

scrounge: collect or look around for (food)
(sounds more like 找撿 to me)

- 白吃 白吃 [bai2 chi1] /to scrounge for food/
+ 白吃 白吃 [bai2 chi1] /to eat without paying/to eat for free/
