Xinhua news agency released a short note saying that the minister, Liu Zhijun, had been removed from his post as the Communist
Party chief at the ministry of railways for ''severe violation of discipline''. Such language usually signals that an official has been
detained in the party's extra-legal detention system, called <<shuanggui>>, where confessions can be extracted and tailored to
avoid implicating others who have not been approved for investigation.
