"Eastern Japan" may be an ambiguous term. Maps of "eastern Japan" in Google
images show the north-east half of Honshu (with or without Hokkaido included).
In other words, these maps show the areas east of Tokyo and include the
western coast of that portion of Japan.

Also, I found "A moderate earthquake shook Tokyo and eastern Japan at around
0328 GMT Tuesday" (suggesting that the bureau of meteorology does not include
Tokyo in "eastern Japan").

shows a "Map of obsidian sources in Eastern Japan" which does *not* include
the Kanto area, but *does* include part of the west coast (Sea of Japan coast).

How about "region including Tokyo and nearby prefectures"?
