I know I just processed this one as "foremost" but I am reconsidering it-- I'm really unsure as to whether it's a noun, adjective or verb.

Here again are some of the examples of usage I looked at:
1) 然而,金融危机的确重创了部分国家,其中首推印度尼西亚。
2) 谷歌也是花旗首推的互联网类股。
3) 在美国历史上,受歧视和压迫最深的,首推是黑人。

One dict says "to consider sb./sth. as best" -- which does not strike me as apt, at least in these examples.
Diff:
- 首推 首推 [shou3 tui1] /foremost/
# + 首推 首推 [shou3 tui1] /foremost/(the) one which stands out from the rest (is ...)/
+ 首推 首推 [shou3 tui1] /to regard as the foremost/to name as a prime example/
