In the definition of another word (塞責) MoE has 姑且用來搪塞自己應負的責
任,
where the meaning of 搪塞 is plainly not 'to beat around the bush"
MoE defines 搪塞 as 敷衍了事, which I have translated as to muddle
through.
Other dictionaries (eg Yahoo Taiwan) also give meanings like to fob off,
waffle etc.
Editor: All good. I guess "to fob off" is better than "prevaricate".
The meaning of "dodge" is clear in that sentence you quote.
