I have a feeling that "to be on school holidays" may be an Australian expression, and may not be idiomatic US English.

Editor: Let's not add the proposed 2nd sense until someone can show that it's correct
(and not just by appeal to the authority of dictionaries claiming that it means that).
Diff:
- 放學 放学 [fang4 xue2] /classes are over/
# + 放學 放学 [fang4 xue2] /to dismiss students at the end of the school day/to be on school holidays/
+ 放學 放学 [fang4 xue2] /to dismiss students at the end of the school day/
