I think these are both adjectives (unless followed by 地 or 然). Also some
problems with the definitions. See MoE
Editor: 悄悄 is *also* an adjective, in old texts and in 悄悄话 (for instance). But it's used as an adverb in the sense of "secretly", even without 地 or 然: 悄悄尾隨.
