It also shows this in the 3000 Chinese character book by The Far East Book Company. For the meaning of "Russia", the Taiwanese pronunciation is e4. There seems to be a bit of a discrepancy on this one though. MoE has changed its stance on it, however all of the Taiwanese people that I have asked all say that they pronounce it 4th tone.
