the sense of "incitate" is only for 慫恿

Editor: as Richard pointed out, 慫 is also used in other compounds with the meaning "incite"; f.i. 慫動 seems an accepted orthography though MoE only gives 聳動.
In fact further research has led me to think that a bunch of song3 characters have been used indiscriminately in the past for "terrified" and for "incite".
