I think that this is mainly northeastern slang (东北话), but I have also heard Chinese friends from other regions use it as well.

1) it's not slang.
2) it's said to be "dialectal" but this simply means that it's not standard putonghua. It is in fact quite correct (but "country-like") in a large part of the mandarin region, I rather agree with this remark from an internaut:
"北京、山东、天津、河北、东北、山西等地都是这么说的。
概括一句:黄河以北的地区方言中基本都是用“咋”的。 "
If people usually think of it as dongbei dialect, it's because 東北人 are more "rustic" (no slight intended), they speak a more "authentic" (not standardized) language.
