I believe the term refers to Chinese emigrants, but not their descendants (who should be termed 华裔).

Editor : the widely accepted meaning is "overseas Chinese", dating back to times when nationality and passports were minor issues.
It is true that the word has recently received a restricted meaning for legal purposes, but I think that a student who resides abroad for the duration of his studies would deeply resent being called 華僑.
As to 华裔, to my knowledge it is also a recent attempt at clarifying the status of overseas Chinese; but honestly, if you like Chinese and live permanently abroad, you are 華僑.
