I have found no Chinese dictionary that defines 茶房 as "waiter." Wenlin is wrong, if that is what you are going by.

Editor: It's not only Wenlin. I found this dictionary, too: "A New Century C-E Dictionary" (Foreign Language Teaching & Research Press), which defines 茶房 as "(旧) waiter (who serves tea and does odd jobs in a hotel, teahouse, or theatre, or on a ship or train); attendant; steward." And dict.revised.moe.edu.tw gives the following in its definition: 舊時茶館、餐館、旅館、劇場等處的僕役.

In addition, 茶房 is translated as "waiter" or "steward" in these jukuu.com examples: 这时,我们已经在舱里坐定。茶房端来放着酒瓶和杯子的托盘。____ 茶房来请午饭了,再谈。____ 围着桌子一阵大大的纷忙,茶房们极其活跃。
