A - There is no 'should' in the Chinese, we shouldn't add our own ideas.
B - This is said under many more circumstances than the one listed. It can be said by the person doing more work because they want to set a good example, it can be used by a wife to encourage her husband after complaining about work, etc.
Diff:
- 能者多勞 能者多劳 [neng2 zhe3 duo1 lao2] /abler people should do more work (said when asking sb to perform a service or to do extra work)/
+ 能者多勞 能者多劳 [neng2 zhe3 duo1 lao2] /abler people do more work (idiom); It is because you are so capable that we (or they) leave everything to you./
