There is no "Northern Australia" state. The term "northern Australia", according to Wikipedia, "is generally considered to include the States and territories of Australia of Queensland and the Northern Territory. The part of Western Australia (WA) north of latitude 26° south ... is also usually included."

Nor is the Northern Territory considered a state. It has a "Chief Minister" whereas the states have premiers.
